Yes, you can choose a travel insurance plan that excludes this coverage but still includes a full range of benefits to protect you during your trip, including coverage for: trip delay, emergency medical, medical evacuation/ repatriation, baggage loss,  baggage delay, etc.  Some plans allow you to enter a $0 trip cost which will provide all the benefits of the comprehensive plan excluding coverage for trip cancellation and trip interruption.  Another option is to consider a  Post Departure Plan which provides all the benefits of a comprehensive plan including trip interruption, but excludes cover for trip cancellation. All travel insurance plans must be purchased prior to departure.
