Yes, you may still buy travel insurance. Simply use $0 for your trip costs and it will eliminate trip cancellation/interruption.  Some policies may cover you for return air only in the event of trip interruption up to $1000 even with a $0 trip cost.  Please note that some policies will not provide the pre-existing exclusions waiver in the event you do not insure your full prepaid non-refundable trip costs.
