Officials warned on August 23rd that tropical storm Mindulle was expected to strike the southern island province of Hainan Island on August 24th, before traveling to Guangdong province and possibly northern Vietnam, state-controlled media said. Officials shut down port operations and ordered more than 20,000 fishing boats to take shelter in ports.
