Is a cheaper travel insurance policy just as good as one that costs more? How do I know which one to buy?

We generally recommend that you purchase the least expensive travel insurance plan that has all the benefits to meet your needs for that trip. So, you may first want to think about the reason you want or need the travel insurance.  What travel risks concern you most?   Then search for a product that meets your needs and your budget. After narrowing down your options, read the policy wording for the full  details of coverage and any conditions and or exclusions which may apply. There is no sense spending more for a travel insurance policy that includes benefits or limits that are not needed. Alternatively, do not save a few dollars to purchase a plan that does not cover your risks.
