A storm is considered foreseen once it is named or forcasted to impact travel.

Travelers may buy a travel insurance policy at any time prior to their trip, however, if you purchase a policy after a winter storm or blizzard has been named, you will not be able to claim for any losses related to that storm, including travel delays. Travelers who have bought a travel insurance policy prior to a storm being named are eligible for full coverage, including Trip Cancellation, Trip Interruption and Travel Delay benefits.
